This letter was addressed to Edmund Burke as a precursor to the failed impeachment of Warren Hastings. Charges against Hastings could have been dropped and the several year trial completely avoided, if Waring did not insipidly choose to remind Burke of the notice that was given for the point of bringing this to Parliament.
